L-net SMS report

We want to know:

1) do Oregon libraries want to deliver SMS services to patrons?
  a) SMS reference?
  b) Other services?

2) would patrons use the service?

3) what are the best practices for SMS reference?

Once we know all that, we can figure out:

4) How does the above fit in with L-net?

5) What software or SMS service should L-net use?
